1. What this document is

Highs & Lows Reporting ("the Service") is operated by Quorra IT LLC ("Quorra IT," "we," "us"). These Terms govern your use of the Service as an individual user.

If your employer has signed a Master Service Agreement with us, that agreement governs the relationship between Quorra IT and your employer, and it controls over these Terms if the two conflict. These Terms cover your individual use of the site.

By logging in, you agree to these Terms. If you do not agree, do not use the Service.


2. Accounts

2.1 How accounts are created. Accounts are created by your organization's manager or by Quorra IT. You cannot self-register.

2.2 Your credentials are yours alone. Do not share your password. Do not let anyone else use your account. If you believe someone else has accessed your account, tell your manager and email [email protected] immediately.

2.3 Multi-factor authentication. The Service supports two-factor authentication, and your organization may require it. Keep your recovery codes somewhere safe and separate from your password.

2.4 Accuracy. Keep your contact details current so we can reach you about security matters.


3. What you may and may not do

You may use the Service for your organization's legitimate business purposes.

You may not:

  • access accounts, records, or organizations you are not authorized to view;
  • share, export, or disclose customer records outside your organization except as your organization's policies and applicable law permit;
  • attempt to bypass access controls, test security without written authorization, or probe the Service for vulnerabilities;
  • scrape, crawl, or use automated means to extract data at scale, except through features we provide for that purpose;
  • upload malicious code or content you do not have the right to upload;
  • reverse engineer the Service or attempt to derive its source code;
  • use the Service to violate any law, including laws governing the privacy of utility customer records.

The Service contains residents' names, service addresses, and consumption histories. Treat that data the way your organization requires you to treat it. Access is logged.


4. What the Service does and what it does not do

The Service analyzes meter reading data and identifies reads that may warrant review, based on each register's own history and comparable periods.

It is a screening tool, not a determination.

  • A flagged account is not proof of a leak, a failed register, a misread, or a billing error.
  • An account that is not flagged is not confirmed correct.
  • The Service does not read meters, does not generate bills, and does not decide what a customer owes.

All billing, field investigation, and customer-facing decisions remain yours and your organization's. Verify before you act on anything the Service shows you.


5. Your organization's data

Data uploaded to the Service belongs to your organization, not to Quorra IT and not to you individually. We process it to provide the Service. See our Privacy Policy for details on what we collect and how we handle it.

Your organization's manager controls who has access and at what level. Managers can see activity logs for their organization, including which accounts you viewed and what dispositions you entered.


6. Availability and changes

We aim to keep the Service available but do not guarantee uninterrupted access. We perform maintenance, and occasionally something breaks. Service level commitments, if any, are in your organization's agreement with us, not in these Terms.

We may add, change, or remove features. If we make a change that materially reduces core functionality, we will give your organization advance notice.


7. Intellectual property

The Service, its software, design, and documentation are owned by Quorra IT and protected by intellectual property law. These Terms grant you permission to use the Service, not any ownership of it.

Feedback you send us is appreciated, and we may use it without obligation or compensation. We will not identify you as the source without your permission.


8. Suspension

We may suspend your individual access if we reasonably believe you have violated these Terms, if your account appears compromised, or if suspension is necessary to protect the Service or its data. Where practical, we will notify your organization's manager. Your organization's manager may also disable your access at any time.


9. Disclaimers

THE SERVICE IS PROVIDED "AS IS" AND "AS AVAILABLE." TO THE FULLEST EXTENT PERMITTED BY LAW, QUORRA IT DISCLAIMS ALL WARRANTIES, EXPRESS OR IMPLIED, INCLUDING MERCHANTABILITY, FITNESS FOR A PARTICULAR PURPOSE, AND NON-INFRINGEMENT.

We do not warrant that the Service will be error-free, that it will identify every anomaly, or that every item it flags is in fact anomalous.


10. Limitation of liability

TO THE FULLEST EXTENT PERMITTED BY LAW, QUORRA IT WILL NOT BE LIABLE TO YOU INDIVIDUALLY FOR ANY INDIRECT, INCIDENTAL, SPECIAL, CONSEQUENTIAL, OR PUNITIVE DAMAGES, OR ANY LOSS OF PROFITS OR DATA, ARISING FROM YOUR USE OF THE SERVICE.

Nothing in these Terms limits liability that cannot be limited under applicable law. Liability between Quorra IT and your organization is governed by the agreement between us and your organization.


11. Changes to these Terms

We may update these Terms. We will post the revised version with a new effective date and, for material changes, notify organization managers by email at least thirty (30) days in advance. Continued use after the effective date means you accept the revised Terms.


12. Governing law

These Terms are governed by the laws of the State of California, without regard to conflict of laws principles.
